Buying a 1970s row house in Haarlem. Want to remove the wall between kitchen and living room. Does this need vergunning from the gemeente?

Non-load-bearing interior walls usually do NOT need a permit (vergunningvrij). Load-bearing walls DO need one — omgevingsvergunning activity "bouwen". Always have a constructeur check first (200-400 EUR). Sneaking past the permit saves weeks but if a beam fails later your home insurance voids. Also: pre-1960 houses often have asbestos in wall finishes — mandatory asbest-inventarisatie (150-350 EUR) before demolition.
