APV art. 2:10 (Voorwerpen op of aan de weg of een openbare plaats) is a general rule without a vergunning: using the road is forbidden only when the use damages the road, endangers the use of the road, obstructs the road or its management, causes nuisance, fails reasonable welstand requirements; an ontheffing of the bevoegd bestuursorgaan is then needed.
