Best requires a permit unless the container stays within the municipal conditions; then it is permit-free.

Conditions

APV art. 2:10 (Voorwerpen op of aan de weg) is a general rule without a vergunning: using the road is forbidden only when the use damages the road, endangers the use of the road, obstructs the road or its management; an ontheffing of the college is then needed.

Het is verboden de weg of een weggedeelte anders te gebruiken dan overeenkomstig de publieke functie daarvan, als dat gebruik: schade … Het college kan ontheffing verlenen van het verbod in het eerste lid.
