APV art. 2.1.5.1 (Het plaatsen van voorwerpen op of aan de weg in strijd met de publieke functie) is a general rule without a vergunning: using the road is forbidden only when the use damages the road, endangers the use of the road, obstructs the road or its management, fails reasonable welstand requirements; an ontheffing of the college is then needed.

Het is verboden de weg of weggedeelte anders te gebruiken dan overeenkomstig de publieke functie daarvan, als dat gebruik: schade … Het college kan ontheffing verlenen van het verbod.
