APV art. 2:10 (Voorwerpen op of aan de weg): using the road other than for its public function or placing objects on it is forbidden without a vergunning or ontheffing; the article sets no condition and no container exemption that would lift this. Het is verboden zonder vergunning van het bevoegd bestuursorgaan de weg of weggedeelten anders te gebruiken dan overeenkomstig de publieke functie daarvan.
