Skip or container on the street in Enschede: permit needed?

Conditions

Verordening kwaliteit leefomgeving art. 4.10: a melding is needed for an object on a footpath, parking place, green or near an exit; a vergunning is needed when the object uses the carriageway or a cycle path, stands within 5 m of a crossing, under a tree crown, or leaves less than 1.20 m on the footpath. The melding must be filed at least 5 working days and at most 1 month ahead and the object may only be placed after acceptance.

Het is verboden om zonder melding of vergunning de openbare ruimte anders te gebruiken dan in overeenstemming met de publieke functie daarvan.
