Haarlem requires a permit unless the container stays within the municipal conditions; then it is permit-free.

Conditions

Ontheffing needed when the object stands longer than 1 month, covers more than 10 m2, hinders traffic (on the carriageway, cycle path, loading place, near a bus stop or within 5 m of a crossing), leaves less than 1.5 m free, or is an open container between 24 December and 2 January or at night, weekend or holiday in the centre; otherwise the general rules apply without ontheffing.
