APV art. 2:1 (Voorwerpen op of aan of boven een openbare plaats) is a general rule without a vergunning: using the road is forbidden only when the use damages the road, obstructs the road or its management, fails reasonable welstand requirements; an ontheffing of the bevoegd bestuursorgaan is then needed.
