Leiden requires a permit unless the container stays within the municipal conditions; then it is permit-free.

Conditions

Verordening voor de fysieke leefomgeving art. 3.4.4.1 requires a vergunning of the college; by the 2026 aanwijzingsbesluit containers, steigers and porta cabins for building activities are exempt when at most 15 m2, at most one month, and causing no danger or hindrance.
