APV art. 2:10 (Voorwerpen op of aan de weg of openbare plaats) is a general rule without a vergunning, ontheffing or melding: using the road is only forbidden when the use damages the road, obstructs the road or its management, causes hindrance, causes nuisance, fails reasonable welstand requirements.
