APV art. 6:1 (Het plaatsen van voorwerpen op openbare plaatsen in strijd met de publieke functie daarvan) is a general rule without a vergunning: using the road is forbidden only when the use damages the road, obstructs the road or its management, fails reasonable welstand requirements; an ontheffing of the bevoegd bestuursorgaan is then needed.
