Skip or container on the street in Purmerend: permit needed?

Conditions

Uitvoeringsbesluit under APV 2:10: outside the binnenstad and designated roads, containers and other objects for building work may be placed temporarily without vergunning when the college is informed 10 working days before, they stand at most 14 consecutive days, at least 5 m from a crossing, leaving 1.5 m pavement and 3.5 m carriageway, and not wider than the facade of the house; otherwise a vergunning under APV 2:10.
