APV art. 2:10 (Gebruik openbare plaats) is a general rule without a vergunning: using the road is forbidden only when the use damages the road, endangers the use of the road, obstructs the road or its management, causes hindrance, causes nuisance; an ontheffing of the bevoegd bestuursorgaan is then needed.
