APV art. 2:10 (Het plaatsen van voorwerpen op een openbare plaats in strijd met de publieke functie ervan): using the road other than for its public function or placing objects on it is forbidden without a vergunning or ontheffing; the article sets no condition and no container exemption that would lift this. The college may designate exempt categories of objects; such a designation was not checked.

Het is verboden zonder vergunning een openbare plaats anders te gebruiken dan overeenkomstig de publieke functie daarvan en/of zonder inachtneming van de veiligheid.
