Skip or container on the street in Utrecht: permit needed?

Utrecht requires a permit unless the container stays within the municipal conditions; then it is permit-free.

Conditions

APV 2:9 requires a vergunning for objects on the road; containers for building or demolition are exempt when outside the binnenstad, placed shorter than four weeks, smaller than 15 m2, and not damaging or endangering the road. In paid parking zones occupying a parking place with an object also costs parkeerplaatsengeld per day.
