Skip or container on the street in Venlo: permit needed?

Venlo requires a permit for a container on the public road.

Conditions

APV 2:10 forbids using the road other than for its public function without a vergunning; objects brought briefly onto the road for loading or unloading and removed before sunset are exempt. The leges table names the placement of a container.

Het is verboden zonder vergunning de weg of een weggedeelte anders te gebruiken dan overeenkomstig de publieke functie daarvan.
