APV art. 2:10 (Voorwerpen op of aan de weg of een openbare plaats) requires a vergunning, but lid 5 lifts it for building objects or materials after a melding under the conditions stated there; whether a waste container counts as such an object was not checked.

Het is verboden de weg of een weggedeelte of een openbare plaats anders te gebruiken dan overeenkomstig de publieke functie daarvan, … bouwobjecten, mits daarvan uiterlijk 10 werkdagen van tevoren een melding aan het college is gedaan;
