Het is verboden de weg en/of openbare plaats anders te gebruiken dan overeenkomstig de publieke functie daarvan, als dat gebruik: het … minste tien werkdagen voorafgaand aan het gebruik melding is gedaan aan het college, of niet wordt voldaan aan de nadere regels als bedoeld in lid 3.
