Het is verboden zonder vergunning van het bevoegd gezag een openbare plaats anders te gebruiken dan overeenkomstig de publieke functie … bouwobjecten, mits daarvan uiterlijk vijf werkdagen van tevoren een melding aan het college is gedaan;
