Each strategic action must satisfy three checks before the brain commits: (1) does it advance at least one pillar? (2) is it consistent with the constitution at /constitution/? (3) is it economically real — no subsidies, real cost-of-coordination only, per Article 67 (Money Power Reality Check). Decisions that fail any check are routed back to founder review via the Coronary Valve (Article 68).
