VolkerWessels has introduced an internal ‘congestieloket’ to identify and address energy supply constraints and grid congestion at an early stage of construction and infrastructure projects. The company describes netcongestie as a structural problem comparable to stikstof, according to reporting dated 21 August 2026 from Bouwend Nederland.

This development sits alongside existing stikstof-related permitting bottlenecks that already limit project timelines and material flows for Dutch contractors and infrastructure operators. Grid access issues now add a parallel constraint on power availability for sites, equipment, and temporary installations.
